No the police are not deleting threads.

Actually, the person who started the thread is the only user who can change it. (Aside from the moderator, I guess)
After being criticized for spelling or for "their vs. there", the title was changed to

"Are you a spelling teacher ? get a life."

You can still add comments to it.

The Bill of Rights is probably what you have in mind. The Bill of Rights is outlined in the first ten amendments to the Constitution.

It isn't something you get for being a tax payer.
